TFN redaction and secure document handling

Remove TFNs and any other identifier the recipient does not need before submitting documents. Use an approved redaction tool that permanently removes underlying text, images and hidden data; a drawn black box is not enough. Save a separate redacted copy, verify it by searching and copying, submit securely, and retain only what your approved process requires.

TL;DR

  • A person may cross out or remove a TFN from a document before providing it.
  • Do not assume a brokerage may request or keep a TFN because a bank can receive one for another lawful purpose.

Black ink is not the test

The test is whether the underlying information is gone from the version being shared — and whether every copy created during the process is protected.

Why TFNs require special handling

A tax file number is a government-related identifier with specific rules.

The OAIC explains that the Privacy (Tax File Number) Rule 2015 governs the collection, storage, use, disclosure and security of TFN information. Its published list of lawful recipients also notes that requesting, recording, using or disclosing TFNs outside permitted circumstances can be an offence under the Taxation Administration Act 1953.

A bank may be a lawful TFN recipient for particular taxation-related purposes. That does not mean every broker, employee, CRM, referral partner or document recipient can request and use a TFN for identity or credit assessment.

The OAIC states that if a requested document includes a TFN, the individual is allowed to cross it out or remove it before handing over the document — even where the requesting body is otherwise permitted to collect TFNs.

What should be redacted?

Three decisions, not one rule. The middle column is the one that causes damage in both directions: removing it can make a document unusable, and keeping it when it is unnecessary is collection you then have to protect.

Why a black rectangle can fail

Drawing a shape, highlight or annotation over text may only change what the page looks like.

The original text can remain selectable, searchable, copyable, present in an OCR layer, contained in comments or attachments, stored in metadata, or recoverable by removing the overlay.

A visual overlay is not secure PDF redaction. Apply and verify permanent removal in the document tool.

A demonstration on synthetic strings. When the marker lands, the underlying value is removed from this page — try selecting or searching for it afterwards. That removal is the part a drawn box does not do.

A proper redaction tool removes the selected content when redactions are applied, and can sanitise hidden information. Adobe’s current Acrobat Pro instructions distinguish marking from applying redactions, and provide an option to remove hidden information before saving the sanitised copy.

Do not say “redacted” while the value still exists underneath.

The preferred digital process

  1. Work inside an approved environment

    Use the aggregator or lender’s built-in redaction function where it is the approved submission path. Current public Macquarie supporting-document guidance says sensitive information such as a TFN must be redacted before submission through ApplyOnline.

  2. Preserve the original according to policy

    Do not overwrite the only source file. Keep the original in its approved protected location, only for as long as required, and create a clearly named working copy.

    Search every page for TFN wording, nine-digit number patterns, card-number patterns, the identifiers listed above, and handwritten or image-only values that OCR may miss.

  4. Apply the redaction

    Use the tool’s actual Apply Redactions command or equivalent.

  5. Remove hidden information

    Where supported, sanitise OCR text under scanned images, comments and annotations, embedded files, hidden layers, metadata, form fields, and prior revisions not intended for the recipient.

  6. Save a new redacted file

    Save as a separate redacted version. The filename must not contain the sensitive value.

  7. Verify the output

    Open the redacted file in a different viewer. Search for the original value, drag-select and copy the redacted area, inspect document properties and attachments, zoom in on image edges, review every page visually, and confirm the required income and identity information is still readable.

  8. Submit through the approved channel

    Use the lender or aggregator’s secure supporting-document service.

  9. Clean up temporary copies

    Delete or retain the working, printed and original copies according to the approved retention and legal requirements. Record the document ID, redaction type, reviewer, date, tool, output version and destination — never the TFN itself.

Nine stages. The one most often skipped is verification of the output — and the output, not the marks on the editing screen, is what reaches the lender.

What about printing and a permanent marker?

Physical redaction can create a flattened image when performed and rescanned correctly, but it adds more copies and handling steps.

If the approved procedure permits it:

  1. print only the required pages in a controlled area;
  2. cover the value completely with an opaque permanent marker;
  3. check the value cannot be read under bright light or through the reverse side;
  4. scan the redacted copy as a new flattened file;
  5. inspect the scan at high zoom;
  6. confirm OCR has not recreated the hidden value;
  7. secure or destroy the printed pages under the approved procedure; and
  8. verify the final PDF as described above.

Printing is not automatically more secure. The printer queue, device storage, output tray, paper copy and scan destination all become part of the information lifecycle.

ApplyOnline supporting documents

Published user guidance describes built-in redaction for TFNs and sensitive information before documents are sent to participating lenders. Availability and behaviour may depend on the aggregator, lender and current platform configuration.

Adobe Acrobat Pro

Adobe documents permanent text and image redaction, application of marked redactions, and sanitisation of hidden information. Confirm whether cloud or AI features are permitted for client documents in your environment.

Nitro PDF Pro

Nitro’s documentation describes a two-step mark-and-apply process that permanently removes selected text or images when redactions are applied and the PDF is saved. Validate the current product, deployment and security settings before use.

Other enterprise PDF and document tools

Evaluate any tool against permanent removal rather than annotation, OCR and scanned-image handling, hidden-data sanitisation, batch search and review, audit trail, local versus cloud processing, data location and subprocessors, role-based access and MFA, retention and deletion, contractual permissions, and a test showing the value cannot be recovered.

Do not upload client documents into a free online “black out PDF” website without completing the required privacy, security and processor assessment.

Common redaction mistakes compared with the safer standard for each

Respond when an unredacted TFN arrives

Do not forward it further.

  1. restrict access to the smallest authorised group;
  2. follow the approved incident and TFN-handling procedure;
  3. determine whether the brokerage is permitted or required to retain the source;
  4. create and verify the redacted version where appropriate;
  5. remove unnecessary copies from inboxes, downloads and temporary locations under policy;
  6. record the event without reproducing the TFN; and
  7. assess whether unauthorised access or disclosure requires escalation under the privacy and data-breach process.

The OAIC’s TFN guidance identifies training, access restriction, audit logs, secure transmission procedures, and physical and ICT controls as examples of security measures.

The standard to use

Remove what the recipient does not need.

Use an approved permanent-redaction tool, preserve the required evidence, verify the actual output, and control every copy from receipt through destruction or required retention.

The black bar is only the visible result. Secure handling is the whole process.

Common questions

Is a mortgage applicant allowed to redact their TFN?
The OAIC states that a person may cross out or remove a TFN from a document before handing it over, even where the requesting organisation is otherwise allowed to collect TFNs.
Can a broker use a black rectangle in a PDF editor?
Only if it is part of a proper redaction process that permanently removes the underlying content. A normal shape, annotation or highlight can leave text recoverable.
Should employee IDs be redacted from payslips?
Confirm whether the selected lender needs the value. If it is unnecessary, treat it as personal information and remove it through the approved process. Do not apply one universal rule to all lenders and documents.
Should bank account numbers be removed?
Not automatically. Statements and salary evidence may rely on account details to match the applicant and verify the source. Follow the current lender checklist and remove only unnecessary information.
Is email safe for sending redacted documents?
Redaction reduces content but does not make the channel secure. Use the approved lender, aggregator or brokerage document process, and apply access and retention controls.
Can AI automatically redact documents?
AI or pattern detection can identify candidates, but a person should review the marks, the required context and the final output. Confirm whether the tool’s AI processing is approved for client data.
